Не удается установить FTP-соединение вне сети

Я не могу установить соединение с моим FTP-сервером, работающим на одном компьютере с Windows 7. Мой маршрутизатор NAT имеет открытые порты 5000-5100 и 21, у меня есть внешний IP-адрес, FTP в локальной сети, уже протестирован ftptest.net и другие FTP-тестеры с моим внешним IP-адресом, и все работает нормально. Но когда я пытаюсь получить доступ к нему из браузера, он говорит, что соединение отклонено. Также пробовал некоторые Python и C# скрипт для списка FTP Dir, в локальной сети это нормально, но с внешним IP, то же самое ошибка.

Как я уже говорил, порты маршрутизатора 5000-5100 и 21 открыты.

Параметры Сервера FileZilla:

• Настройки Пассивного Режима :
  • пользовательский диапазон портов: 5000 - 5100
  • IP-адрес внешнего сервера для передачи в пассивном режиме:
    • 192.140.ХХ.ХХХ
• параметры FTP over TLS:
  • включен FTP через TLS поддержка
  • прослушивание неявных FTP - подключений через TLS-ПОРТ По умолчанию: 990

нет ошибок или предупреждений в интерфейсе FileZilla.

брандмауэр в Windows:

создано входящее правило, чтобы разрешить соединение с протоколом TCP на локальных портах 5000-5100, даже добавлены 21 и 990 только, чтобы убедиться, и до сих пор с той же ошибкой, удаленные порты все порты.

что еще я могу сделать?
